Adoption: Operate a domestic infant adoption program
Home Studies: Complete home studies and provide post-placement supervision for families in Virginia for domestic adoption, international adoption and private adoption placements
Counsel: Offer adoption counseling and support services
Inform: Provide non-identifying medical and social background information about birth parents
Mediate: Facilitate communication with birth parents through phone calls, letters, pictures and face-to-face visits.
Educate: Host a semi-annual adoption training weekend for applicants to the FLS infant adoption program.
Mentor: Match prospective adoptive families with "resource families" who have completed the adoption process with FLS to provide support, encouragement throughout the adoption process.

Please Note-Manual Update: All infant adoption fees are now $18,500 (plus any medical expenses over $5,000 and any legal/foster care fees over $2,500).
